New to this site, really like the figures and small to mid size engagements. Is there an actual rules set used? I really like back ground, but want to get a feel for how it all works? Can someone help point me in the right direction. I appreciate it!

There are several. If you know and like the Song of ... rules from Ganesha Games, try Song of Our Ancestors. It would be fairly small skirmishes. This Quar's War looks interesting. I tried it once, but I had a different size game in mind, and I don't think it worked out well, with not much terrain and groups widely separated. Since then I've been using the World War 2 rules Chain of Command, and I'd like to play This Quar's War with that style game. But I've gotten to really enjoy the main parts of Chain of Command, like jump-off points, and I think it would be hard to go back.
There is also A Rhyfler's Pocket-Book. I think it is related to This Quar's War, through the war of ashes rules, but I'm not familiar.

Rhyfler's Pocket Book is skirmishes, so more along similar lines to Songs of Our Ancestors in terms of model count (5 at the low end, up to 10+ if you have some models that can give orders to their subordinates).
The rules for Rhyfler's Pocket Book are a modern version of the rules for the skirmish game set in the War of Ashes world, Shieldbash. Since it's a free pdf, I'd say take a look at that and see how it plays!
If you want something that's a little larger scale than that, then I have limited experience with TQW but enjoyed it quite a bit. It probably plays fine from a Section at the small end on up to a Platoon or maybe Company? So for most factions, that's probably minimum 20-ish models on up to 50+ (and support like cavalry, tractors, etc.) _________________ Twm's photobucket full of Quar!
